Emphasis is often used in many languages to support users in document reading. 
It's used in Russian language to give emphasis on character. This future should 
be enabled for western languages to support emphasis.

As priority 1 is not used for features and enhancements, the priority is reset
to the default 3. Evaluation will follow soon.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
