Allow termination of -headless mode from command line

Sometimes, after starting OOo in the -headless mode, then using the API, it is hard to be sure OOo is closed when I'm done. It would help to be able to open OOo in -headless, then, later, close it with something like -terminate, which would terminate all existing instances of OOo run by that user.

To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
