It would be very helpful to have a tooltip appear showing the exact location
when dragging margins on the rulers like when one drags the width/height of a
column or row heading in Calc.  Also needed when dragging snap lines in Draw or
Impress, for example. This would be a great help in precise positioning, totally
eliminating the need to go to the page format dialog to change the margins.

It would be nice if this included the tabs on the ruler, so when one moves a tab
on the ruler, a tooltip would show the exact position.

For info, these two Issues are closely related:
Issue 22503 - Position ToolTip needed when dragging margins on rulers
Issue 24070 - Items on ruler (i.e. tab stops, paragraph indent, table borders)
should snap.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
