I wish I could set the autocorrect options regarding quotes separately for
different languages. I do my writing in English and Polish, and the conventions
in those two languages are different.

As far as I'm concerned OOo 2.x has this feature, i.e. the definition smart
quotes is part of the locale xml file.

No. OOo2.1 doesn't have this feature. Please try this settings (as described in
issue 33694).
Set the document language to German and the custom quotes to »...«.
Define a paragraph style with language English, assign it to the paragraph
before writing, then write your quotations. You will get »...« for English too,
but it should be “...”, which works fine with standard typographical quotes.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
