Toolbar button for PDF export and menu entry open exactly the same export window.
Actually the toolbar button is linked to the "export directly as pdf" function,
while the menu entry is linked to "export as pdf".  The two should be different.
Particularly, following the docs, the latter should open a window for setting up
the export options.  Actually both functions do the same: they open a file name
selection dialogue.

Actually the menu entry does open a window for setting the export
options: after specifying the filename.
The button in the toolbar uses the last used settings(from the menu)
and export directly after setting the filename.
There is a difference, just go after the filename dialog.

This still seems very counter-intuitive. I spent a long time searching the web
for an answer to this, and saw a whole forum topic devoted to trying to figure
this out. The expected process for export in any program is Export -> Options ->
Destination, not Export -> Destination -> Options.

Suggest reopening as enhancement.

"Export to pdf" uses the normal export dialog just with the presettings for pdf.
That's why the there is first destination, then options.

Are you giving the technical reason for why it is currently coded that way
around, or trying to explain why it should be that way around?

Either way, it definitely shouldn't be. Users will always expect the destination
dialog to be the last one.
