OpenOffice offers to build a Table of Content based on Styles. This feature
worked great in the 1.0 version, but in 1.1 it seems to be broken. It does not
generate any elements at all. (Just the line "Table of Contents", and thats it.

Your sample document doesn't use the heading styles that are defined
in tools/outline numbering. 
Either you use Heading1 ... 10 or you define your styles as outlines
in tools/outline dialog.
