need a cut tool for curves as in Corel Draw

I need to cut an arc from a circle or an ellipse. I know I can do it by creating other closed figure like rectangle or a circle, intersecting them, selecting edge points and disconnecting them in point editing mode. But this approach is not natural and quick - it's a trick. I would like to have cut tool as Corel Draw has to be able to cut any curve at any point without distorting it.

To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
