not only exit and open, but neither the menu points does not work, new excepted
I can't reproduce your problem on Red Hat 8 with mwm and ooo1.1beta2. Can you give more information about your system?

Sorry, sorry! This attachment (Datierung_Probe3.sxw) was submitted to the wrong issue (my error). It does not belong to this issue. if anyone could delete it - that would be nice.
JA: there was a bug which might have caused this: Open application frame; disable the checkbox "show icons in menus" in /tools/optione/view; thereafter no menu item works. AFAIK this has already been fixed for 1.1 release candidate in CVS. JA->Andras: please confirm
confirmed: disabling icons in menu disables menus if no document is open
JA: fixed in srx645m2s2 (os0 cws) by CD. Will be in release candidate. Already verified for the child workspace.
JA: verified for srx645m2s2
.
The problem initially reported under bug #14872 still exists under OO1.1RC. That is, under the File menu, the New and Autopilot entries do not trigger the pull-right submenus. The Template and Send entries, which also have pull-rigth submenus, work OK. Running OO Release Candidate 1 on RedHat9
