Error value when entering a fractional percentage.

In cells formatted with the default percentage format, upon entering a fractional value such as nine-tents of a percent, the value displayed is 90 percent rater than .9 percent. It appears that the decimal point is being ignored.
Your bug report is being closed as NOT_AN_ISSUE due to a lack of information which is needed in order to accurately reproduce and confirm the problem. We need the following information: a) Provide details of your system including which edition is used (pro family...) b) Provide a step-by-step procedure to reproduce (the simpler will be the better) c) Provide any test case(s) which will help us confirm the problem (like a sample document) d) Provide screenshots of the problem if you think it might help Once all of this is done, please set the bug back to UNCONFIRMED and we will attempt to reproduce the issue.
Confirmed with the following configuration: Apache OpenOffice AOO417m1(Build:9800) - Rev. 46059c9192 2019-09-03 12:04 System Microsoft Windows 10 Version 1909 (OS Build 18363.720) Steps used to reproduce: Open Apache OpenOffice Select Spreadsheet from the start center Format cell A1 as per cent enter .9 tab to next cell cell A1 displays as 90.00%

Since as OOoforum (fr) correctly points out .9 = logically equivalent to 90% I am closing as Not An AOO Issue.
