This is a copy of a report in the LibreOffice bug tracker to have a reference here.

Insert the attached graphics into the Gallery (right click theme > item properties > tab Files > find files > select with Ctrl-click > Add)
Right-click the graphic and select item 'Preview'.

Notice, the preview of the small graphic is bad compared with the large graphic, although the content is identical.

Isn't it possible to get the size of the dialog and draw the svg picture directly onto a correct sized canvas?

The only difference in the two files is in the outer width and height. Because these are mapped to the same viewBox, there is no difference in the content.
