tab key is not responsed

1. open the sample
2. in the outline view.
3. select 3th page
4. click on the 2th paragraph,set bullet, then disable bullet

press tab key,

issue:
text is not move.

you can also select a whole text line, press tab, text is not moved.

can be reproduce in ubuntu 13.10 x86_86

At least I can confirm that 2 clicks on icon 'Bullets on/off ' have different result in Normal View and Outline View for paragraph on page 3 with text "Fe":

Normal view result:  Increased indent, bullet looks like ">>"
Outline view result: Indent decreaset to 0 or so, bullet = filled circle

(a) What is the second paragrap? "LdsjflkdsjflkdsffDfEf" or "Fe"?
(b) "Text does not move" means what exactly? Does not move at all? 
   Does not reach expected indent? Something else? Please describe exactly
   what you expect (and why) and what you observe!

The above defect description is not reproducible as it is not clear:
- What is the "2th paragraph on 3th page"?
- What is action "set bullet"?
- What is action "disable bullet"?
- On 3th page all paragraphs, except paragraph 'sjlkdfjdsfjsa' have already a bullet, but paragraph 'sjlkdfjdsfjsa' does not seem to be the "2th paragraph"

Please provide a better defect description.

the 3th para is the place that contains "sdsadas"

With the help of the video I could reproduce the described behavior on Windows 7.
It occurs not only in the outline view, but also in the normal view.
I reproduced it with OOo 3.0.0, OOo 3.3.0, AOO 3.4.0 and AOO 4.0.1
