Steps:
1. Insert a frame in Writer
2. In Frame dialog, select "Hyperlink", and input "www.sina.com" in URL
3. Click OK and Click ctrl +click

Actual result: cannot open the url "www.sina.com"
Expected result: CAN

Reproducible on 3.4.1
If you add the protocol schema http:// the link works.

The root problem is that internally the system shell execute is used, and it needs a well-formed URL.
