Hitting Del at the end of a paragraph will not remove the CR and thus merge the
concerned paragraph with the next one. Is this considered as a feature?

Just to be precise, Del does delete empty lines. But as soon as there
is some text in a paragraph it won't merge the current paragraph with
the next one.
