"Check for updates" does not work.
If you mark "show all updates", the error message displayed:

I also see this error on OOo 3.1.1 / Windows XP.
The error is probably related to the update mechanism at extensions.service

Somehow a result from the changes on the website infrastructure.
I can not see the culprint in the feed, asking developer for what the office
recieves/sees.

At this moment, OOO320m5 and OOO310m19 (Linux) and OOO310m11 and OOO310m15 (Win)
can't find any updates for extensions. Install an old version of an extension
and check for updates - no updates found.

Got it :-)

1. The server is fixed by disabeling the new file compression for the extension
update feed.
    Thus, OOo should not complain anymore about that.

2. Developer will get an issue to fix the handling of compressed update feeds,
to enable this for future versions of OOo. issue 107150
