Tested with MediaWiki and Weblog Publisher and another extension:
Double-click on index entry "Sun Wiki Publisher" or "Sun Weblog Publisher"
displays an empty help page. 
Extended Help texts on menu commands and icons work correct, so the Help IDs are OK.
This worked before, now in OOO320m4 and DEV300m62 it's broken.
In issue 86464 missing <filename> tags in the xhp files led to the same symptoms.

I can confirm this with SUN Wiki Publisher 1.1, Weblog 1.1.0 and OOo DEV320_m4
under Debian SID AMD64 ... :( All help pages I found are empty, when you click
on an index entry ... :(

Not reproducible any more on OOO320 m8.
Obviously fixed in the scope of another issue.

works now also for DEV300m68 on Linux with Wiki Publisher extension help --> closed
