Nudge should be pixel, unit, or grid-based, not always 1mm

I've observed, and it is apparently documented behavior, that using the arrow keys to nudge an object always nudges it one mm, regardless of my grid settings, measurement units, or the scale of the drawing. One of my favorite (dead) drawing tools, ClarisDraw, did this much better: with snap grid on, nudge moved one grid point. With it off (or with the shift key pressed), it moves one pixel, regardless of the viewing scale. Visio does something similar. As an alternative, the nudge distance could be specifiable when setting the measurement units. I.e., if I set up for "inch", I should be able to set my nudges to .0625 or 1/16". A millimeter is always wrong in imperial units.

I've upgraded consistently, through all the 2.x and 3.x releases. Nudge still doesn't respect my document properties or snap settings.
I'm doing quite a bit of work where I'm overlaying images of electronic equipment, machine parts etc., with line graphics of one sort or another. Even at maximum magnification I often can't get them to line up as well as I would like (not professional looking).
To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
