Load a color palette with more colors than the standard bar: the color toolbar
cannot display them all because it has no scrollbar.

I have tested it with OOo310m16 (build 9413) on WinXP. In Draw the Color bar
(the bar which you can open with View > Toolbars > Color Bar) has a scroll bar
when docked as well as undocked. I have tried it with loading the scribus.soc
from issue96668 and with exchanging the standard.soc with a renamed scribus.soc.

For me the scrollbars appears only after undocking the toolbar. Initially docked
and with another palette loaded ther is no scrollbar.

That's the difference: If I have the toolbar already opened and docked and then
load a palette, then I get no scrollbars too. But if I first load the palette
and then open the toolbar, there are scroll bars immediately. But it seems to be
only a refresh problem. If you drag the divider bar the scroll bar appears.
