"Export directly as PDF" button in standard menu bar is expected to use last  "Export to PDF"-Dialog 
settings (or this dialog's default if nothing was set yet).
Regarding "Create PDF Form"-Option this ist not true: No matter what was set in last PDF export, this 
button will always export Form elements as widgets, not as plain text.

Confirmed. 
If you don't want the forms, you have to export over the File - Export as PDF...
menu.
