According to Ukrainian requirements h1 should be formated like
--
Part 1.<CR>
Header text.
--
but TOC should be formated as(without caret return)
--
Part 1. Header text.
--
(BTW MSWord do this correct)
in addition it'll be a good idea to allow insert <CR> as divide character

In the description of the bug it should be line feed (<LF> or <Shift+Enter>) instead of carriage return (<CR> or <Enter>).

This applies to all heading levels (1, 2 and 3). It limits the editor not to use headings on multiple lines in case in the TOC it expects it to be in a single line.

No straightforward workaround in case the editor wants the title on multiple lines and expects a single line in the table of contents.
In case the editor wants to have a title on multiple lines in the table of contents then carriage return can be used in the title and that will be propagated in the TOC.

The line feed <Shift+Enter> solution for multiple line headings is used as a "standard" in desktop editors, please see:

This is an issue with no straightforward solution for open office users and community:

I'll attach the writer document and a screenshot from word 2013 with the same text formatting.
