this might be considered rfe, but given how confusing current situation is, i 
would call that a defect.

when i first tried out effects in draw (flip and others) it took me a while to 
determine the correct way to apply some of them. turns out, you have to drag 
handles, even though they have not changed and indicate that you can simply 
resize the object. only indication for a user is cursor icon that is changed 
when it is over these handles.

since then sevral persons have asked me how to actually apply the effects, so 
this seems to be common source of confusion.

if handles do something else than default actions (resizing), they should 
reflect that by changing to different shape/colour (for example, rotation mode 
changes handles as expected. none of other effects in 'effects' toolbar do so).

Did you had a look into the help to get and idea how the effects work?

well, i figured that out without looking into help, but to be useful to most 
people they should be a lot more intuitive - most people never read help (and 
then there's that part of users that don't have localized help files and don't 
understand english well enough to use help effeciently).
given that i have been asked by several people in past few weeks how do effects 
work - i think in this case the problem is ui design, even though help reading 
might help. but having good helpfiles is no excuse for keeping unsuccessful ui 
concepts ;)

The Issue you raised is currently assigned to 'Requirements' pending review, but
has not been updated within the last 2+ years. Please consider re-testing with
one of the latest versions of OOo, as the problem(s) may have already been
addressed. Either use the recent stable version:
