If I go to View/Toolbars and select "edit points" tool bar. I can get it to come
up. But, if I edit points of any object the tool bar turns off when I deselect
the  object. I would expect that if I manually turn on a tool bar it would stay
on until I manually turned it off. In this case I want to keep my edit points
button close at hand for toggling on and off.

This is more an enhancement than a defect, because this is general toolbar
behaviour. Several toolbars only appear in the correct context where they are
usable. As far as I can remember we are working on this problem but for the
moment the current behaviour is the best we can do.

The Issue you raised is currently assigned to 'Requirements' pending review, but
has not been updated within the last 3 years. Please consider re-testing with
one of the latest versions of OOo, as the problem(s) may have already been
addressed. Either use the recent stable version:
