there is no need to submit your public key for every project to do localization.
please ask in the dev@l10n.openoffice.org mailing list for assistance on how to
start a new localization.

this issue is invalid.

You either want to submit SSH2 key for inclusion, thus l10n project is wrong place.

or

You want to create Level 1 Native-Lang project and start the translation.
