While starting OO by clicking in the Windows Explorer on a file (sxw/sxc), the 
program (OpenOffice) is starting-up and opening the file correctly. But the 
opened file and OO itself isn't activated as foreground program. It is not 
activated (i.e. you have to manually click onto it to activate it).

As long as OpenOffice isnĀ“t still running, clicking on an OOo file in
windows explorer will force OO to start in the foreground. But when
any other office task is active, the document will open in the
background. This is the normal Win-behaviour and can be seen within
any other application.
