This was suggested in 2003 and still hasn't been implemented?? Let's get the
drag-n-drop toolbars.

Yeah, you can drag-n-drop within the toolbar dialog, but it would be nice to
actually drag and drop them into the actual toolbar (to see live results).

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
