After having being forced by management to used MS Visio for some time to do
some network diagrams, I found myself quite used to being able to scroll the
diagram horizontally using shift-mouse wheel.

Obviously, at the moment, the mouse wheel will scroll up and down, but there
seems to be no way to easily scroll a spreadsheet left and right without using
the scroll bars or the arrow keys.

There doesn't appear to be any standard across apps for what the shift/alt keys
will do when used with the mouse wheel, and currently shift-wheel doesn't do
anything at all, so this shouldn't cause any incompatibility problems.

The combination of mouse wheel and modifyer could get very complicate. And that
could get really worse on OS like Linux (collidation with different used window
managers, where such combinations could be already in use).

Just because it may not work on one platform is hardly an reason to leave the
feature out entirely. That's like saying we won't 

Why not do what mozilla has done, and provide a configuration diaglog that
allows the user to set what they want the mouse wheel to do with each modifier
key. If it doesn't work because the window manager steals the event, then well,
ok.. but at least we give the users the option of being able to use this if
they're on one of the many platforms that doesn't steal it.

So I respectfully ask that you reconsider your decision to close this issue.

This task could have been peacefully closed as DUPLICATE to Issue 18421 .

In Linux there is no problem for sure to use for instance Shift+Mousewheel to 
scroll horizontally (or any other shortcut for that matter).

This should be reopened, or marked as duplicate (of issue #17162 for 
instance), but not closed with a WONTFIX!!
