Prerequisite: extended tips are ON


1. Open Basic IDE
2. Create new dialog
3. Click it.
   Dialog is selected.
4. In Toolbox toolbar click Properties icon.
   Properties dialog appears.
5. Hover mouse over Properties dialog.

Extended tip reads: "Opens a dialog for editing the properties of 
a selected control". This is a misleading message. Nothing in Properties dialog "opens a dialog for editing the properties of 
a selected control".

Suggestion:
Assign that message - as extended tooltip - to Property icon in Toolbox toolbar. That would be in line with tip/extended tooltip for
Manage Language icon in Toolbox toolbar. Switch off extended tip
for Properties dialog area, except for relevant controls therein.

And please note that "blind" assignment of extended tooltip to 
Properties dialog produces another interesting effect: if you hover mouse over vertical scroll bar you will see: "Opens a dialog [...].
