Steps to reproduce:

1. run AOO Writer
2. open the Navigator
   choose View > Navigator or press <F5>
   Notice two icons: 1st in the first row (not active, grayed out)
   and 2nd in the second row (active). It appears they look the same.
3. Create Master Document
   choose File > New > Master Document
   You will see that now both icons are active and they look the same indeed.
 
This is a poor design choice: in one window same icon for two different commands. (It concerns also Navigator deck in sidebar: 1st icon in first row and 1st icon in second row)
