Page 2 contains sample table with issue

Referring to page 2 of attached RTF document, there is a table with columns 'Proceedings' and 'Enactments'.
When rendered in MS Word, the table is displayed properly as table format while in openoffice 4.1.7, the table is displayed without table format.

Remember that here, we don't have MS-Word to see the problem.
Could you attach two screenshot for displayed results with both?
