Whenever I create and then try to save a document in either Writer (Text Document) or Drawing as a PDF document (format) or open an existing PDF document, a "ASCII Filter Options" dialog box opens that references text encoded file format.  I can open existing PDF documents in Acrobat Reader and web browsers.

Please give a step by step description , how do you save the document.

I know only the PDF export, but not saving.
If you want to import a PDF document you need an extension. For more infos search the web (Google ...).

This isn't an issue.

You can't "save as" PDF but only export.
I can reproduce what you write.
Thanks to provide a sample document and its copy in PDF. 
Add a step-by-step procedure to understand.
Once done, set status as UNCONFIRMED.
