It looks like there is no way to define a system default template.

The GUI allows to select a default template for a user or to come back to the "openoffice default 
template".
But there is no way to define this default openoffice template for the application.

Then, if I install a enterprise-defined template to use as default for every users, I need to tell every 
user to define my new model as theur own model. New users will also need to define it manually.

I try to define it "by-hand" in the system .xcu files, but either I didn't find the good option, either it 
doesn't work.

No, it's not issue 108012. The 108012 issue was a bug concerning the user default template.
My issue (108424) is for setting the default "system/application" template.
I just see that the issue version was not correct : I saw the problem in the 3.1.1 and verified it in 3.2RC1 
and 3.2RC2...

I was able to replicate the issue in my  machine as well, however I believe this issue is most likely due to poor naming of the 'define default template'. Maybe it was never intended to set it for multiple users?
